The following statement was read into the record:

“We respectfully acknowledge the Province of Newfoundland & Labrador, of which the City of St. John’s is the capital City, as the ancestral homelands of the Beothuk. Today, these lands are home to a diverse population of indigenous and other peoples. We would also like to acknowledge with respect the diverse histories and cultures of the Mi’kmaq, Innu, Inuit, and Southern Inuit of this Province.”

The Deputy Mayor questioned how the property being on a turn would affect parking and it was advised that the traffic division reviewed the application and had no concerns.

The Deputy Mayor raised concerns over the wide discrepancy in the bids and how does the City ensure quality work by awarding it to the lowest bidder. The City Manager advised that the City is in regular contact with the contractor as there are any concerns and performance is actively monitored.

    That Council approve for award this open call to the lowest bidder meeting specifications, Integrated Staffing Limited, for $59,799.08 per year (HST Incl.) as per the Public Procurement Act.

    That Council adopt the attached resolutions for Envision St. John’s Municipal Plan Amendment Number 10, 2023 and Envision St. John’s Development Regulations Amendment Number 20, 2023, and appoint Ms. Anna Myers, MCIP, to conduct a public hearing on the amendments. The proposed date is Tuesday, May 16, 2023 at 7 p.m. at St. John’s City Hall.
