Councillor Hickman noted his concerns with the proposed location of the Child Care Centre at 20 Edmonds Place. There are many curves in the road and the hill becomes quite slippery in winter. The number of parents that will be turning into the street from Kelsey Drive is a concern and Councillor Hickman asked the Deputy City Manager of Planning, Engineering, & Regulatory Services for additional information on possible traffic controls for the area. The Deputy City Manager advised that the proposed application was for Approval in Principle and not Development Approval. Technical issues concerning traffic volumes and access points would be considered during the Development Review process. Approvals in Principle provide developers with a level of comfort that what they are proposing can be built in the area as long as they meet the specifications. This approval can be used by developers to secure funding as lenders are assured that what is being proposed is permitted in the zone.

Deputy Mayor O'Leary explained that there are four energy efficiency tiers which increase as sustainability increases. The National Building Code is Tier 1 and Net Zero is Tier 4. The pathway will assist Council to make recommendations that support sustainable housing and development at higher tiers.

The Mayor noted that the program would be similar in nature to incentives offered by the Province. It would be of benefit for the Province to work with the City to simplify and align the criteria and application process for developers and homeowners wishing to avail of funding. Councillor Davis cautioned that the funding would be considered taxable income and that taxes should be factored into the budget when undertaking a project. Councillor Ellsworth advised that the City was waiting for ministerial approval on changes to the Development Regulations. Following ministerial approval a detailed application process will be provided for homeowners and developers on the incentives.

At the Regular Meeting of June 25, 2024, Councillor Korab requested that Waterford Bridge Road be considered for Traffic Calming. Speeding and safety have been major concerns of residents for a number of years, but as the street is categorized as a minor arterial it cannot be considered for Traffic Calming. The diversion of traffic from Pitts Memorial has further exacerbated the issue and the road itself was not designed to handle the current level or speed of traffic. In addition to this, the area is largely residential with two schools and very few commercial properties. Councillor Korab requested that a Traffic Study be undertaken to collect critical data to determine if Waterford Bridge Road should be reclassified as a collector. He further requested that the study take place in September once traffic volumes return to normal. Deputy Mayor O'Leary asked that should such a study be undertaken, that the crosswalk configuration at Syme's Bridge Road also be included.

While Members of Council were in support of the study, concerns were raised that if the study were to be expedited that other traffic calming projects would be delayed as a result. The Mayor clarified that as Waterford Bridge Road did not qualify for traffic calming under its current classification, Councillor Korab was requesting that a study take place to determine it could be reclassified. Should the road be reclassified, it could then be added to the list for consideration at a later date. The Deputy City Manager of Planning, Engineering, & Regulatory Services further advised that should Waterford Bridge Road remain as an arterial, a special directive of Council would be required in order to implement traffic calming measures. Councillor Bruce requested that information be provided on what work would be delayed in order to accommodate the proposed classification study. The Deputy City Manager will discuss the issue with Transportation Engineering Staff to determine the implications of inserting the study into their current workflow. This information will be provided to Council in advance of a motion coming forward for consideration.

Councillor Ellsworth informed Council that there were concerns from surrounding municipalities that development had surpassed the level employed in the Regional Water Authority's Comprehensive Development Area Plan. He asked that Staff reach out to the Regional Water Authority to determine if they are aware of the concerns and if there is anything the City could do to ensure that neighbouring municipalities have the water that they require. He further noted that federal funding for infrastructure could be availed of to increase capacity. He also requested that Staff determine if there has been an update to the Regional Water Study since Holyrood was considered for addition to the existing capacity.

Councillor Korab confirmed with the Deputy City Manager of Planning, Engineering, & Regulatory Services that the construction requiring the viaduct closure at Pitts Memorial Drive was still on schedule. He then asked if there was anything that could be done for the remaining twelve days of construction to reduce the speed of vehicles on Waterford Bridge Road.

Councillor Ridgeley noted that he had been informed by Transportation Engineering Staff that temporary traffic calming measures on Durdle Drive would be completed by the end of June. He asked the Deputy City Manager of Planning, Engineering & Regulatory Services for an update. Staff advised that there have been some supply chain issues and the work has been delayed due to the availability of temporary cushions. He will confer with Transportation Engineering Staff and provide Councillor Ridgeley with an update.
