Deputy City Manager of Community Services presented the 'What We Heard' document from the Downtown Pedestrian Mall, highlighting some of the key takeaways from the feedback received.

Some highlights included the top three reasons that citizens went to the Downtown Pedestrian Mall which were to stroll, dine or shop, with the popular times being between 12:00 noon to 8:00 pm. The overall satisfaction was high, with some areas being more popular than others. Some businesses on Duckworth Street didn't feel they were a part of the Downtown Pedestrian Mall.

The report will be evaluated and a recommendation will be brought forward for Council's consideration for 2022, including how it can be combined with Come Home Year celebrations and other events for 2022.

Mr. Edmundo Fausto, Sustainability Coordinator for the City of St. John's presented the Resilient St. John's Community Climate Plan Update.

Members of Council highlighted the important work that is being done, the cooperation with outside partners who are working together to curb the effects of Climate Change and they look forward to public's feedback on the plan.

The City Manager acknowledged and thanked Mr. Fausto for the great work, and added that he has become a real leader in the community on Climate Change and rallying support.

The City Manager gave an update on the International Urban and Regional Cooperation Program.

On May 25, 2021, Council agreed to approve the City of St. John’s application to be considered for the European Union’s International Urban Regional and Cooperation program. St. John’s was accepted to the program and has been paired with Braga, Portugal. 

The objectives of the program are to enhance knowledge transfer, learning in a number of areas ranging from circular economy, social inclusion, urban regeneration, energy consumption, smart city solutions etc.

Program meetings have begun, and key thematic areas being refined.  Online workshops and study tour programs will be developed in the coming months.

Ms. Elizabeth Lawrence, Director of Economic Development, Culture and Partnerships, added that the City is one of only 3 Canadian cities that are in the program, Ottawa and Windsor are also participating. The program gives participants an international spectrum of cities, access to other city's best practices, and it is a great opportunity to learn and grow and to share what we are doing with the world.

It is a 2-year program, ending in 2023.

The City Manager presented the City of St. John's Emergency Management Plan.

As part of the City’s legislative requirement under the Provincial Emergency Services Act an updated Emergency Management Plan is to be submitted to Fire and Emergency Services, Province of Newfoundland and Labrador every five (5) years. 

The City of St. John’s Emergency Management Plan – 2021(The Plan) includes updates to the roles and responsibilities section, listing of City facilities to be used as shelters and was reviewed to ensure consistent use of terminology.  These changes have been made and reviewed by member departments of the Emergency Coordination Center (ECC) Committee, was reviewed and approved by the Province and finally requires Council approval prior to final signature by the Mayor.

The question was asked whether any changes or highlights were added that came from lessons learned from 2019 Snowmageddon and Covid -19 have been modified in this plan. The City Manager responded that many, particularly from Snowmageddon have been incorporated which were lessons learned and communications.
