Text Amendment to the Atlantic Place Parking Garage District and the Atlantic Place Parking Garage for a Maximum Building Height of 12 Storeys - MPA 1900005 - 1 Clift's-Baird's Cove

    1. That Council adopt the attached resolutions for St. John’s Municipal Plan Amendment Number 147, 2020 and St. John’s Development Regulations Amendment Number 680, 2020, as amended.

    2. That Council appoint Ms. Marie Ryan, a member of the City’s Commissioner list, to conduct a Public Hearing on the proposed amendments. The proposed date for the Public Hearing is Wednesday, March 11, 2020, at 7 p.m. at St. John’s City Hall.

    3. Further, that Council advertise the following Discretionary Uses in conjunction with the Public Hearing Notification:
     A Hotel, located on the 9th and/or higher Storeys of a Building
     Office Use; and,
     Retail Store

    That Council approve, from a regulatory perspective, the Hypothermic Half Marathon on March 22, 2020 for a Road Race along with the associated lane reduction.

    That Council approve the Weekly Payment Vouchers for the week ending February 12, 2020 in the amount of $8,855,893.14.

    That Council award the tender for the purchase of a single axle split body recycling truck to Saunders Equipment, the lowest bidder meeting specifications, in the amount of $368,850.00 plus HST as per the Public Procurement Act.  The City reserves the right to order one additional unit within six months of this award.

    That Council award the open call for Bid Approval Note 2019244 to all compliant vendors as outlined.  Right of first refusal is given to the vendor with the lowest price.  Subsequent vendors are contacted in order of ranking until the request can be fulfilled.

Councillor Hickman introduced the intent to bring forward a motion to amend the St. John's Residential Parking Area By-Law to address outdated provisions relating to fees for residential parking permits.

As Lead for Public Works, Councillor Froude recognized a group of approximately twenty-five people in the gallery who, earlier today, engaged in a peaceful protest seeking improvements in the sidewalk snowclearing program.  He acknowledged the progress that has been made in recent months and years but assured those present that he is cognizant of the need to make further improvement.  He indicated that over the winter and spring Council will consider other possibilities for improvement along with the associated costs and committed to engage the public in this matter.

 

As Chair of the St. John's Transportation Commission, Councillor Froude acknowledged the Provincial Government's announcement that will result in approximately 10,000 income support recipients receiving free bus passes for the next two years.   

Councillor Lane reported gave notice of his intent to resign his position of Councillor-at-Large by year end.  He noted that this comes as a result of an upcoming relocation of residence to the Town of Torbay.  A year end resignation will negate the necessity for a by-election.
